Looking for Bulk Email expert

Been having major issues having emails delivered to inbox.
Tried with a few freelancers (none from BHW), set up different VPS (Interspire+PMTA).
My domains/IP aren't blacklisted. When testing sending via EPS, I get 50-60% open rate + ~10% click rate.
I need a very small amount of emails....like 5k/week (and even less would be ok)
If you think you can fix this, or have any advice/ideas. Let me know.

Target audience, are the opted in or else? If everything is set with the said configurations then the open rate or click rate should be higher, have you checked the list hygiene lately ?
