Looking for backlinks with EU server IP address

Hi,

I am having diffuculties to find high quality backlinks with IP address from the EU.

I am only targeting the EU market. Main markets: Germany, Netherlands, Spain, France, Italy, UK.

Why you are looking at the IPs? If the website is hosted in the US, but is in German, have DE link profile and have 100k traffic from Germany - Google clearly understand where the website is targeted. If is good enough for Google, should be good enough for you. Looking at the IPs is kinda pointless.
