Looking for Android + iOS developer (urgent)

Hi guys,

I am looking for a mobile developer who has already built cross-platform apps.
I have looked into things like PhoneGap for cross-platform dev, but decided to hire someone to help me out instead of doing it all myself.

Requirements

• It's a basic app, no intensive/complex stuff.
  
• I would prefer if it was a hybrid app developed using HTML/CSS/JS (build once - deploy everywhere). So I can easily add new pages/intents/flow myself.
  
• I need to allow in-app purchases (consumables: subscriptions).
  
• I need push notifications (even when app is in background).
• The app needs to have sign up / login screen so we can authenticate the users (they can use their Google/Apple account, or sign up for a new account using facebook/linkedin/email).
• If possible, since its cross-platform, I want it to be available on a regular browser as well -- but the payment platform will then be stripe/paypal (I can do this myself).

I know this is super simple, and there already exist cordova plugins that allow us to do this out of the box. I just need someone to set me up with the project and quickly explain/document it so I can work on its development.
