38 grand isn't exactly an extravagant amount of money, why can't you front the capital if you're so confident that it'll work? The business plan you described doesn't exactly have an economies of scale, so why can't you do a small variation of the project and keep the revenues for yourself. Something doesn't seem right with this picture; what value would I be adding if I were to invest into a project like this. Sounds like what you need is a loan.

Also, if you or someone was actually going to purchase 5,000 domains, definitely try an negotiate a deal
with the domain company, I am sure they would work something out with such a large amount and give you a much better deal.

I tried something like this with 3k sites before, let's talk on Skype.
The main concern is footprint, Google has access to their own Whois server and can link them up and deindex at will so the $38k will go to waste just like that. Also start with 500-1k domains, not 5k. You can always have more time to build more.

God help you if you invest with him, your site's gonna get deindexed the first week because he doesn't have a clue.
