So i have this domain in my mind and the owner advertises the price as $13k
I want this price to be negotiated to under $5k.
Successful negotiation will result in a $1000 reward

Just offer them their full price but on terms.

$5k now, the other $8k over the next 24 months (you can send them $350/month)
