Looking for Affiliate Programs that allow bulk websites

This is a pretty simple question. I'm looking for affiliate programs that allow bulk websites.
I've been kind of interested in creating bulk blog websites that just include whatever hip thing thats going on in the news.
Mostly top ten kind of articles.
I understand that I could be penalized for a certain amount of blogs with such "fluff" content, but I am thinking about getting with several affiliate programs and dividing the ads over the pages.
Any advice on this would be most appreciated.
