If you want to create adword account safely so can use residential rdp it's far better then proxy.
VPNs also work with adword accounts but I suggest getting a paid VPN, like NordVPN or Express, because then your data will be protected. I know that NordVPN has extensions to chrome, so if you are not comfortable with using a VPN, you can always use an extension.

VPS: Azure/AWS/Google (Using All 3)
VCC/CC: Movo VCC/Movo VBA/Walmart VBA
But you need to keep an eye on the landing page/website you're promoting.

Yes free versions works just fine. And MOVO is an app, install an emulator in your PC or just download the app on your phone directly using a VPN. You will need SSN for that.
