It's not about "quantity" of backlinks, but how good they are. This is cheesy, sure, but it's true. You can create thousands of crappy backlinks and merely screw your site, compared to getting one decent link and taking it from there.

If you want some software for tier 2, use RankerX or GSA. Tier 1 links are mostly created manually nowadays. PBN links, editorial links and guest posts. Guest posts are the only ones you can try to score for free. Rest costs money, but then again, don't expect to make money without spending money. That's how it works in SEO nowadays.
