As mentioned by john1444, your decision as to whether you need offsite SEO is yours. No website needs SEO unless there is a reason to do it. The most obvious reason is to get more exposure for the website however reasons for getting more exposure may be varied. So, if you are trying to get more exposure for your website for whatever reason, then yes, offsite SEO would be a wise move (among other tasks).
