Looking for a Wordpress design for tool site

The site should be fast and mobile-friendly and comes with an auto-scraping targeted information source function.

After the information is acquired, the site should be able to generate a new page/blog based on the data gathered; I will provide the template.

It is okay if you only have an idea about the design; I have a talented programmer who can solve the scraping part. You may need to work with him to complete the project.
