It could be someone who are for any reason unable to continue his business.. so the question / request is valid I think.

You may be careful with people offering you this and even only consider people with Jr. Vip to avoid to be scammed.

What kind of sites? Try Flippa but do your due dilligence. A lot of those numbers are inflated so make sure you do your research before you buy
