Looking for a U.S. Tech Savvy Person with Dynamic IP's

Hi,

Looking for a tech savvy person who has some technical skills, like knowing how to manually get assigned a new dynamic IP from their ISP. The work will involve making prewritten post on a website and the IP's need to be real ( assigned to a ISP and not a datacenter like most VPN services are).
