Overseas hosting.. Trusted overseas hosting... And that too for FREE!? If every Web site owner's attitude was like you, then "ALL" hosting companies around the world would've gone bankrupt. lol you need to tell where you are when you ask for something "overseas."
In the US, overseas is Europe. In Europe, overseas is the US. I think "overseas" worked as a phrase in the early 2000s and before that meant off-shore from the US, but now adays, overseas literally just means across a sea and not Outremer.
Check webhost forums, some host providers do give out free hosting for a few months as a promotion. Hope you at least have a domain though. $30 pretty much gets you a domain name and hosting for a year. When your budget is low, your risk is too, so you'll be able to find a good host even if it isn't top-top quality.

OP..there is no such thing as NON - US (or offshore - as you called it) free hosting! And if there is - do yourself a favor and don't use it!

Can you ask for a loan from anyone? If you're young, can you ask for...I don't know...like an advance on an upcoming holiday/birthday present with the promise of not receiving anything on the holiday/birthday? I got some money from a birthday present advance for my first site ever, and it was the best material present I received from my parents because it ended up becoming a larger present through the work I put in. And then I was able to give back. It was a very nice year.
Do you know how to provide any online service like writing or submitting links? You can work for start-up funds on Fiverr.
Have any electronics or goodies you don't use, or you do but you don't need? Sell them for business capital.
Being broke means you need a job, not to start a venture that might put you in debt, making you you more poor than being broke.
EDIT: take a look at freewebhostingtalk.com, but remember, you just need $30 for a domain and a year of legitimate hosting (albeit not the best, but VERY good)

Now you know there's no such thing as "Trusted free offshore hosting".
Write down your idea in notepad and save it on your desktop. Never think about that idea until you make some money.
Read through the threads in http://www.blackhatworld.com/blackhat-seo/f11-making-money/ to make some money to pay for the offshore hosting.
Once you had earned a good amount of money, buy hosting and implement your idea. Simple.
