Must be from different IP's each time a comment is left
Must be able to reply after leaving comment

you can hire some one for that!
i don't think any such kind of tool is available !

There was/is a tool that I remember. If you saying about commenting and filling up the comments section in the same Wordpress blog, then there was a plugin called Comment Man that was there with one of the review site scripts I bought several years ago. That used to fill up comments in seconds if needed if provided a spintax format. LOL. I am not sure if there are anything else which can do such a stuff.

If you want to comment in different blogs, then you can use Scrapebox, GSA etc.

Like HoneyHelper Say's, idk if there exist a tool that make that but you always can hire a person to do that.

Just use Scrapebox and call it a day.

Scapebox works. Outsourcing this kind fo blog commentary is probably best, but there you will run into issues with language barriers, irrelevant comments, and other red flags...

It's better post a job in microworkers or such sites . I think it'll be helpful and best for you with less money.
