Looking for a specialist(s) in website promotion

There are so many interesting suggestons on bhw, and every post I read I want to try the technique it recommends, but I don't have time for that.
So, I thought that might be a good idea to find someone who can help for, let's say, $50/mo to do all this mambo jambo and increase my traffic.
I used to have traffic up to 1mln/mo, but now it's rapidly dropping, so, if someone's interested please pm me with approximate plan of what you can do for me.

Yes, that's a good question you ask me in pm's.
I constantly use CEO, Chameleon TGP and Chamleon Free Site (LL) submitters, no Chameleon account finder yet. Don't have any tube submitter (tried one but didn't like it), but constantly submitting manually to all major tubes (about 40 of them), have account # 18 with YP (they approached me).
I do have affiliation program, so, if needed that could be promoted, too.
Have very few backlinks but somehow in this industry they seem not too popular

In 1 year got from 1mln to 400k/mo, it worries me.
