Looking for a Programmer

I want someone to develop a program for me.

basically i want a betting program (just for 1 particular game)

live update of betting price from time to time

should be secured and only authorized members should be able to use it.

i should have control over everything.

price update every few seconds. Instant update to all the clients

set limit of all clients and allowing clients to place their order.

limit fix for every member. Balance of member should be auto updated. client should not be able to use even single cent more than their limit. As soon as member reaches their limit it should flash warning message on their system.


Final match summary statement.

total bets placed by all members

total bets placed by individual member

bet placed , date, time, rate and amount of bet placed and what is the balance.

Allotted this work to a member but he could not do it because of his personal family reasons. god knows why people accept it when they cannot do the work or finish the work. Anyways, This project is still open, web based program either in php or html java or any platform. Anything is fine for me. I have all the details, designs and explain you about the flow of program . Might be this will help in understand what exactly i need. Let me know if anyone is interested.
