Looking for a programmer to write a small automated email program

Hi,

I currently have a requirement to send emails to people on sign up to a site I promote.

The basics are

The program would log into my account and download the member list as CSV file.

It would then check the sign up dates and send an email to any new signups.

The email it sends would be different dependant on the country the sign up was from.

I would need to be able to change the emails sent from time to time.


If this is possible could you please let me know how much you think it would cost for somebody to do it and how long it may take.

Does it need to run on Windows? OS X? Can it be a web-based application (PHP, etc.)?

Either Windows or Web Based.

It needs to log into an online account and click a button to export the list of sign ups. Then get the new signups and send an email dependant on their location.

I am sure I could possibly get iMacros to get the file downloaded but I have no idea how to sort it, filter out the new sign ups and then send a specific email dependant on certain factors such as location and status.
