looking for a programmer for cpa script

i've got an idea, but i need a programmer to make it work.

i'm looking for a programmer to build me a type of cpa rotator script/site....the site will kinda be like an incentive site, but not quite..... There are a few details i about this script that i am looking for....but i won't go into it here in this post for obvious reasons.

Here are some things i'm looking for:

• i need a programmer familiar with programming scripts.
• i need a programmer with a good reputation, who is honest, and can keep this things hush hush.
• if you can provide references from people who have worked with you, i'd like it...
• i need somebody that can work quick....and doesn't waste time.
• i need somebody that will stick around....cuz this project will grow over time....i'll keep it simple for now....but every month (or every other month) i'll want to add/update the script/site

an end user is given a choice.....'a' 'b' 'c'.....
no matter what the user pics, a cpa offer or whatever is chosen....if the person goes back and makes another choice....the offer is different
