Looking For A New CPM Network Since Adsterra Reputation Is Bad

Since big G have no idea what they doing to SEO I dont want to depend on SEO and want to milk the paid traffic as much as I can.
Im not using Adsense either.

My sites are in the viral niche targetting trending topics on social media and web.

I was considering Adsterra and monetag. But reading this forum and Reddit I noticed these networks are not reliable or is that sp?

my main strategy is to drive social media ad traffic and also arbrtitrage using other advertisers. (Hope to find some good advertisers here).

What is the best CPM ad network I can use that have a good CPM rate for social ads?
And the network must be safe for arbritrage using other ad network traffic.

For social traffic i can advice Clickadu. They got decent rates and automatic payouts. But they don't work with arbitrage traffic as far as I know
