Looking for a method to earn $3-4 an hr while I'm at work any ideas?

It depends on really what type of job do you have and how much time you have to devote to job it self during the hour. Any how I guess you can join some reputed paid to post forum and then post replies /threads during the hour at the end of the day it can add up to $5.

Also you can join hubpages if your writing is good and write some articles in spare times. They can contribute towards handsome check at the end of the month.
