Looking for a mass mailing service that works!

Want to hire a service that will mass email to 10,000 plus list without it going to spam. I tried various options using custom domains, SMTP providers, etc but most of it goes to spam and in Hotmail it does not even go to the Junk/Spam, it gets blocked even before that.
