Looking for a LINE bot creator

Hi I'm looking for someone who can make an account creator/manager of the popular instant messaging application in Asia called Line.

Features I need :
1. Creates line accounts (verifies phone by connecting to sms services using their api)
2. Manages multiple accounts (using multiple proxies) to add friends with other accounts
