Looking for a High-Risk Payment gateway for ebook niche

I'm looking for a high-risk payment gateway for an ebook (copyright) selling website.

So far I have used stripe, paddle, paypal with cloaking (ebook website -> payment on 2nd legit website), but they eventually banned me.

Any suggestions are much appreciated.

For ebooks/digital products the issue is almost never your business — it's that aggregators (Stripe, PayPal, Shopify Payments) treat digital info products as
high-risk by default. No shipping tracking means you lose "item not received" disputes automatically, and info-product refund rates push your chargeback ratio
toward the 1% kill line fast. So they approve you, then drop you the moment volume picks up.

A gateway alone won't fix that. What actually solves it for digital products is the full stack:

- A dedicated high-risk merchant account (a real MID) matched to the digital-goods MCC — not an aggregator sharing one account across millions of merchants. That's
what keeps you from getting purged in a risk sweep.
- 2–3 processors running in parallel. This is the part most people skip and it's the whole point: if one gets jumpy, you reroute and keep selling instead of going
dark. A single gateway is a single point of failure — the exact thing that got you here.
- Chargeback tooling from day one (alert networks + delivery-confirmation flows for digital goods). For ebooks this is non-negotiable, since disputes are what get
you terminated, not volume.
- The right entity + banking behind it so the whole thing underwrites cleanly and holds up under review.

I would still cloak, but maybe have things setup so chargebacks/disputes are monitored in real-time? So long as chargeback/dispute rates are below 0.5% there shouldn't be an issue. If you approach the number you can have script redirect new/riskier payments to different account, while main warn only receives payments from long term/trusted users until chargeback rate back to comfortable range.
