Looking for a Great Wordpress Programmer / SEO specialist

Currently I manage a Wordpress blog site which publishes content from many different local newspapers. It is ranked in the low 100,000's in the United States on alexa and gets around 30,000 unique visitors per month with around 2,000 unique pageviews per day. I have plans to convert it to Wordpress Multisite with the top level homepage being an aggregator of all the subdomains which will be the individual newspapers. The goal would be to offer other local newspapers a complete solution for online publishing.

We currently monetize the site with adsense and a few local advertisers. I am looking for some assistance in making the transition to a Multisite network without hurting any of our rankings (properly doing 301 redirects, etc.). I need someone who is very good with SEO and Wordpress Development. I don't need any black hat methods to be used because the content is local news, events etc and it is all original. We would like the site to have a mobile optimized theme and also have plans for an integrated business directory with featured listings and coupon purchasing.
