Yup, that was some other host. They gave me blacklisted ips and refused to replace. It was some russian host.

I don't need bulletproof VPS, only those with port 25 & PTR available.

So I found XenonHost — the only disadvantage is limited bandwidth by default (100GB including in/out traffic), but it can be extended for $5/1TB.

In this budget no hosting will allow you that, you will need to warmup and burn (get terminated) your VPS for each campagain
