That website is not build on WordPress Cms
Anyway you can find themes that are similar to this one on themeforest, as for free ones I don't know any...

You can get a lot of themes from themeforest for free just search the name of the theme and add download

The best chance of finding a free theme like this is to search for the word 'magazine' in the wordpress theme directory. It will give you similar layouts, and with a bit of css knowledge you can make it almost exactly the same
