Looking for a custom program

I am looking for someone who can make a program for me. Essentially what I need is a bit of kit that can take content from the cells of a record in excel and populate the information into part of a URL, then (if possible) shorten the URL using bitly or something similar. This would need to be done for several hundred thousand records, so it would need to be quick. Is there anyone who feels confident producing this for me?
