Looking for a CPA network with good international offers

Hi all,

I'm looking for a CPA network with good international offers.
Mostly West European. I'm looking for a good EPC.

I will add those offers to my CLP2. I also don't want the payout limit too high. And I prefer PayPal as a payment processor.
Is that possible?
