Looking for a coder for a domain grabber tool

I'm looking for a coder to developp for me a tool which can be able to scrap and find expired domain in extension i choose (.fr .com .net etc)
The tool will be able to sort results, scrap by theme, sort by IBL, OBL, Number of BL, etc.
