I am using virmach.com. for $7 a month you can get a basic windows vps. Have been using them for half a year now without any issue. Cant find cheaper then that.

when you say cheap what is your definition of cheap?
Also what are you planning on running on the VPS as that will have a role in what you need to get as far a what resources and so on

If you can elaborate exactly what you planning to do through VPS , may be can better guide you for good VPS - as you mentioned torrenting, its little difficult as you need to ask from the support always
