I am good with on-page seo, but not very expert with backlinks. Can someone recommend me a cheap automatic backlink tool or service... which is completely Penguin safe?

Its the way you use software [brain] that may be penguin proof, not the software itself

But yea, start with making some articles to play it safe. Then you can buy some gigs from fiverr and backlink the articles. That will work for some low competition keywords. But if you're going for high competition you'll have to get fancy with your linking structure

auto seo backlink will make better choice.. but for any tool no one can provide proof against penguin

Manual posting on high PR blogs is the way to go. Any software you can use has already been used way too much.
