What you actually want is sticky-session residential, not "2-hour static" — IPRoyal and BrightData both let you set session TTL up to 60 minutes and rotate, you stack two sessions if you really need 2h continuity. True static ISP rented by the hour basically doesn't exist on legit providers because the IP block is leased to them long-term. If you're rotating every 2h on volume, you'll get much better unit economics on rotating residential with sticky sessions than trying to find hourly static.
