Since you posted in the hire a freelancer...
I can help you to set-up your own proxy server, you just need to get IP's and I can also help you with that.
The difference between having your own proxy server and buy proxy is:
1. You are sure that only you use those proxy
2. You will can control and set you proxy as you want (set the same IP to work as Socks or High anonymous proxy)
3. You and only use the bandwidth.
4. At a certain point you can start sell / share a part of the proxy to cover up the costs.
And many more.
More than that, once you get the server / servers you will only pay for the server and IP's. A proxy provider beside this costs (server + IP's) must also make a profit.
