At that scale, it’s better to work with a few vetted, reliable IG networks and validate quality with small test volumes before committing long term.

At that scale, the key is transparency and compliance any partner network should prove real users, clean sourcing, and sustainable delivery, otherwise it won't last. I’d focus on verified engagement quality and clear reporting before even talking volume.
