) Highly appreciate it.It's possible that someone will be able to offer you those ISP IPs if they have a large transit commit with the ISPs, those ISPs transit pricing appears to be "very" expensive while their network quality is not better than other alternatives on the market, which is why not many providers used them, we are a budget provider (while still maintain a very good performance ratio) are no exception.
BlazingSwitch (https://www.blazingswitch.com/) seems to be one of a very few hosts that offer such service (and been around for a long time), but their pricing/performance will not be 'cheap' as explained earlier.
We have not used their service and can not comment if their service is good or not, I listed their company with sole purposes that to let you know that such service exists. Please do due diligence before using their service.
Alternatively, if static IP is not an essential requirement, you can look at residentials proxies solutions: https://oxylabs.io/ or https://luminati.io/ and use on a 'normal' Windows server

I have always wondered if this is possible to do with a vps. Especially a linux vps.

If you can afford it, sure, as mentioned, there are a few providers that's willing to offer you that solution, but the price will not be affordable. I wish you best of luck with finding a suitable provider though!
It's only possible if you have control on the proxy server which is unlikely if you use a proxy service. Most proxy service tends to block a lot of ports as well so it's not ideal to use it system-wide, for example, it can lock you out of the server as the proxy is blocking ssh/rdp ports.
If you have access to both servers, let's say server 1 (your main VPS) and server 2 (proxy server), you can setup GRE tunnel between those 2 servers and use server 2 IP on server 1 without issues. If you want to play around with tunneling, HE is offering free IPv6 tunnel (https://tunnelbroker.net/) that you can test on your server at 0 cost
