I am not a native English-speaking person either but I've been in the content writing business for nearly two decades. As far as the tone is concerned, it can be subjective. Besides, every writer has his or her own style in writing. Maybe this is your writer's persona in writing.
I'll make comments based on the structure of that article. Some sentences are very long.
It is best to run this through Copyscape. If you don't have one, ask your writer to send you a screenshot of the results.

Yes, sentence length is too long and most of the time I have seen this on the spun content. That' why I am trying to find out the problem. There are some restrictions for me. I cannot send this to article writer without prove that this is a spun content.

Well, you can only speculate or assume that it's a spun content if you do not have proof to show to him or her.

Yeah, can easily identify the spun content - I have seen used many repeated words, some too lengthy sentence, Unnecessary words like (and also, as well as) using many times.
