Sometimes it feels like Google just puts things in place to have a "valid" excuse to shut you down at a whim, and they can do it with complete legitimacy with policies and rules like the ones they have.
It's all about control, and Google knows they have it... However, they know that if they enforced their own policy that they'd literally have only a handful of websites that exist on their search engine at all, so nobody would ever use them. If they did, they wouldn't allow places like link directories to exist at all, because they'd exist specifically to "break" the rules that Google has set forth.
Google seems like a woman. You don't know what she wants until you overstep some boundary and then she lets you KNOW that you messed up... but she won't tell you why.
