Location Restrictions on CPA Campaigns

I just have a quick question about the location requirements for many CPA campaigns. When a campaign is restricted to the USA (for e.g.), does that mean I have to be a USA resident to take part as an affiliate or does it mean that the traffic I drive to the campaign just needs to be from the USA?

I haven't tackled CPA yet due to this confusion so if anyone could clarify it would be greatly appreciated.
 
No, you don't need to be a U.S. resident to promote the offer. You just need to drive U.S. traffic to it.
 
I am sure the cpa company wont care if you drive other types of traffic to it, the advertiser will surely come up with some way to make money on it. You however are sol on getting paid for non us traffic in that case though.
