Location pages - Local Seo

A lot of my competitors use these for Local SEO
Some of them use complete duplicate content only switching the Location Name
Some use spun content for each Location page.

My questions are:
1. Is it still ok to use duplicate Location Pages
2. I want 35 400ish word Location Pages and am willing to make them fairly unique but is there a tool or person that can do this for me? I have a budget of about $150 USD

if you are fimiliar with wordpress, try to use page generator pro.
you can also automate things using python, jinja2, and a spintax.

If they dont let me show the site link above then the 40 location pages will be settlements around South London

Glazing Local SEO with various glazing keywords like:
window repair - glass repair - sash windows - emergency glazier - boarding up service - upvc windows - double glazing

With page generator pro Can i pay for just 1 year without renewing and keep my pages forever?

The problem with this plugin is it doesnt make unique content it just replicates 1 page

based on spintax, it can generate one variation of what you give to it, also i think that, once pages are generated they don't depend on the plugin, personally i use pyhton and some libraries to make a static site for similar cases.
 
No, don't use duplicate content, make unique content for each page. you can try content creator, it can help or outsource it, but optimize your content well according to the keyword.

you can look on the haf section if there is someone interested.
