Website have EMD name with country name like bestshoesaustralia but i am trying to rank for best shoes sydney.
Website rank improve till 4th page for sydney and then rank drop for all sydney keyword and australia keyword starts ranking.
Once australia keyword come to 4th page they get dropped and sydney starts ranking.

Any solution for this or should i change the domain name to rank for sydney.

You need more traffic from the location you want to rank most in.
 
You need to first target cities and then countries. Preferably, you would want to have more than one cities which you can then use to target the country.
 
Don’t stress about the domain itself too much, focus on your on-page seo. You probably use the word Australia too many times on your page so google isn’t sure what you want to rank for.

The article is 4000 words and uses 53 times Australia and 108 times sydney. To focus on Sydney should I remove Australia completely from the content or any ideal ratio...
One thing wants to mention, Australia keyword also have good search volume but my target is Sydney...
 
Average for top 10 url having australia is 24 and sydney average is 54. If i reduce my average will ranking go down or not.
