Can somebody school me on the best way to structure a local services website. A site like a plumber or electrician?

Should I have every city I want to rank in as a link in the footer? And then that link will be a tunnel to basically a whole new set of keyword rich pages with that city in the title?

I'm looking to do plumber for washington DC for example. Well, the DC area consists of a a bunch of other cities like fairfax, gaithersburg, manassas, etc. so would I put these cities as ones im servicing? Any help or good examples would be appreciated!

for sites with local service like plumbing it is better to create a Home page targeting the main area and separate city pages with unique content and optimize the Title tag, Header and the description of each city pages and create GMB listing for each location and make sure to add location specific link services.

For the main homepage, focus on your primary area (like Washington DC), you can use keywords like "Top Plumber in DC". Then, you need to create service pages (e.g., drain cleaning, water heater repair) and mention the areas you cover naturally in the content. Lastly, make the city or area-specific pages for nearby cities and make them separate pages. Don’t just add links in the footer. Build individual, keyword-rich pages that talk about your services in those cities. Then, after making each "city page," you can integrate those into your service areas section on the home page, for example.
 
Use scheme markup, NAP info, local keywords and your regional specific views
 
Thanks guys for the response. I'm trying to navigate this so all your help has been awesome.

Here's what's got me puzzled. So for example there's 5 keywords I want to target: Plumber, 24 hour plumber, water heater repair, emergency plumber, water heater replace.

And there's 5 cities: city 1, 2, 3, 4, 5.

That's 25 pages that all has unique content. How do I do the hiarchy so yhe page doesn't become a mess. I'm trying to see where I hide the city page sites so the user experience doesn't degrade but I still get seo ranked for those cities.

If anybody has an example of a site that they love in terms of local structure, ill love them forever if they show me
 
Building an effective local service website involves focusing on user experience, SEO, and clear navigation.
 
I would create separate sites for each city and work with them using local SEO. And look at the top of the SERP to see if the sites there are local or not.
