    As an SEO professional how many blog comments, how many directory submissions, how many profile creations and forum discussions should be done in a month?

    Concentrate on citations for local seo, and be consistent in the info you provide. NAP consistency is a must!

    As others have said it is too general a question to answer without further information.

    Look at your main competitors and analyse what SEO they are performing, both on and off page. If it doesn't have one already make a Google+ page for the business. Get a listing on sites such as Yelp, Yellow Pages etc. And obviously create Local Places Pages on Google, Yahoo and Bing.

    Just a few basic things off the top of my head to implement if you have not done so already.

    Depends on a ton of factors im not even going to mention one factor you should learn more about ranking sites.

    You do not do those for things for Local SEO. That is IM SEO. (OK, you could cram "citations" under "directory listings", but that's quibbling)

    You need quality citations with consistent NAPW. You need real reviews. You need a fully optimized "Google + local my business maps (or whatever the hell they are calling it today)" page. You need razor sharp fully optimized on page SEO, to do a little content marketing, and do some real very carefully done limited strategic backlinking. You need to put out consistent press releases, but avoid PRweb posting to Press Release websites (avoid ALL press release websites), they recently got hit hard.

    You also need the standard social accounts and they need to be set up as unstructured citations.

    Start slow ;) Tell your client it takes time, taper up the results over a long amount of time... If you get him page 1 in week 1 who's to say he doesn't drop you after 1 month :).

    The most important tool you have to use are Google reviews on the G+ pages of this local activity.
    After that you can build backlinks on quality sites, you do not need to sue crappy profile/comments/etc links.

    Build the reputation of the site in a smart way.

    Yeah, it sounds like your question is rather broad. I recommend checking out Paul James' Maps Mentor course. It works awesome for ranking my clients in the 7 pack of Google Business Listings.

    There's absolutely no way to find out what works. SEO is changing all the time. It all depends on the niche, the competition, the amount of work you put in and the quality of the links. If you are looking for long term success with a local business doing SEO, do it the white hat way. I see many people do the black hat method when it comes to local SEO and all they get is a big "Penalized" stamp from Google. Do more research with SEO and find out what type of technique you should go for when it comes to the tier 1, tier 2 etc.

    Its all depend on site health & competition of keywords, SEO is not about quality its all about quality.

    I am sure he was meaning to say its not about "quantity it is about quality." Which he would be right.
    When it comes to Local SEO you do not want to do things to quickly, stick to listing around 20 directories a month. Yes, some are accepted right away and some take a while so worrying about drip feed is a tad bit overkill. I personally don't take the risk... I view it as Google takes statistics on everything, I am sure Google analyzes it, compares it and uses it in the ranking algorithm. That just seems like it makes sense.
