Local SEO

I want to rank a website high for a foreign language in a foreign "domain".
Basically when I search my keyword on google.com , i get some websites. When I search it on google.de, i get different websites. I want to rank my german website for people in germany who use ".de". How do I do that?
There are some services allowing websites in foreign language for doing SEO but when I ask them they tell me they get best results on global SEO not local
If there is someone who can rank for local .de or .fr searches pm me.

It's same as global SEO, just do everything in that particular language and that's it. Buy local domain, content in that language, etc.

Sorry to hijack but it quite related. What if you own a .com and wish to rank in a particular country SE?
Example is an english speaking country with english search engine.

What would be the step ?

I have heard of using country specific hosting, but come on hosting in the US are the cheapest and most reliable.
Can't use country TLD, because it too expensive.
I have see people rank with just .com .

All i can think off is to put Country infront of your keyword .
"Country dog Training"
"Country payday loan"

Anyone got more feedback in this line ?

When trying to rank a website in a different country you will see different search results in each country's search results. That is why it is different in the US to the German site.
