Is it possible to rank for city keywords even though your business is not located there? I have a customer whose business is on the border of two cities, but he wants to rank for the city he's not located in. I've never done that before and wanted to get feedback from anyone who has. Its a really small town and not a large city.

It's possible to rank a keyword by the name of the city. But it is tough to rank higher on google because mostly the small scale business is targets only the local cities.
