Like Moh said, start with building the website. From there, make sure all of your on-site SEO is as optimized as can be... and then begin building backlinks to your landing page to flow some PR.
Be sure to setup a Places page for the company. This will help Google in localizing the keywords. (And Yahoo, and Bing as well if you're looking to rank on their engines.)
You will want to include geographies in your title tags if you want to really localize your site. Make sure you have a Place Page set up with a physical address.
Although they aren't supposed to carry much weight I still would recommend using a geo footer at the bottom of your website.
as far as building pages to link back to my main site i know you want to use key words in your domain, instead of paying for these domains could i use a free service like wix and just add my keys to it such w w w . wix . com/cellphonerepair? or would making web2.0 sites be better?

Create a page on facebook and ask all your friends from your area to "like" it and ask them to suggest it to other friends .
This way will have a new marketing channel to your costumers and a quality inbound link.
try to use the name of your town on the url, or create a new url : cell-repairs-YOURTOWN. [country domain]
You can also create a good content / article about repairing cells and send it to your local newspaper site (good source for quality inbound links and customers )
