Local SEO: What after Citations?

Doing Local SEO for a client. I submitted his site to the top 100 citation sites. About 60 actually stuck for various reasons.

He WAS in the 7pack for one day. Then the next day Google rolled out the Snack Pack 3 Pack thing. So he's #4 now for his general keyword.

ALSO

I threw a crorkservice link package at the top 5 citation sites that have him listed. For some juice or whatever.

ANYWAY

I'm still unclear on what all Local SEO entails. Is it just Citation Building? Or is there more I can do?

How do you target keywords for Local SEO? So far I haven't built any "regular" SEO links. It's just been citations thus far. And some YT Vids.

Optimize the G+ page with good relevant description content. Add some deep links to important inner pages on your clients main site. Also keep in mind the local algo looks at the strength of the "authority document" to assess ranking and that authority document is the business website. So if you're sure you've done all you can to optimize everything G+, move on the building domain authority.
