local seo, service area, which address should i use ?

I'm doing google map pack ranking for an address that im not trading from yet, so i set up a service area

when im building citations should i building citations for the address that im want to rank for ?

reason i ask is that i live close to the address i want to rank for and had the google post card sent to my house and not the address i want to rank for,

i havn't moved ther yet and want to make a start on seo now for that address

ps i can't have mail sent their either yet

Suppose you have your business location is at A, but you are not present at A, but living at address B. Then mention address A and get the google Business listing Post card at A, and move to A as in the business listing you provided your Phone number.

The most important thing is that you have the right to use the Address A! Don't go with business listing if you don't have right to use the Address A.
