I have an immigration project and, want to top in local searches but I tried all that whatever mention in google and further related blogs.

See what competitors are doing, add more keywords on the site related to your local business, try to implement more links, compare your monthly web traffic with the one competition is receiving. It's been harder and harder to rank high on local SEO over the past few years.
