I'm trying to rank a keyword ("widget maker smallville tx") for local results in my city with around 300 monthly searches. If I were to drive around town to different public wifi hotspots and do a google search for my keyword and clicked on my listing, would it have a positive affect on my rankings on google? I would create a different windows profile for each network.

my drug dealer does something similar, just without the Google searches.

There's easier ways to achieve the same thing, like with, oh I don't know...search engine optimisation. Whatever that is.
