Local Seo - Need Help!

Have a site which is a .org but Im trying to rank for a fairly competetive keyphrase in Australia.

I rank no.1 in G**gle.com but Im on page 13 for G**gle.com.au.

The city is in the Title tags, H1 tags, content and anchor text.
Onpage seo is fine.

I have even sumbitted a geo-targeting Meta tag in the header.

Still Im not even close to page 1 in Australia.

Can someone please help me?

Forgot to mention, My ISP is in Australia and the site load time is about 2 seconds. I have thought about using g**gle webmaster tools and tinkering with the geo-targeting settings but I want to leave that as a last resort.

Ok, So in position 1 for keyphrase now in .com.au.

I tried both geo-targeting Meta tag in the header and g**gle webmaster tools geo targeting as well. The reason Im posting this is due to timeframe. Did a search through this forum and external forums and the most common question was "how long does the geo-targeting take to work?" For me it only took 3.5 weeks. So there you have it. If you have a TLD outside of your designated target market why not insert geo-targeting tags in Header and changing geo-targeting settings through web-master tools.
